DISCIPLINARY AUTHORITY IS RESPONSIBLE TO. FOLLOW SUPERVISION OVER SUBORDINATES INVOLVED IN THE CHAIN OF DECISION-MAKING IDENTIFIED IN THE FORM OF A FLOW CHART EXPLAINING THE RANK/GRADE OF THE PUBLIC FUNCTIONARIES, INSTEAD OF WRONG ASSESSMENT
It is a matter of fact and concern to be notice by the HPPWD authorities, so related to the guidelines required for detailing the decision-making processes, where every public authority should specifically identify the major outputs/tangible results/services/goods, as applicable, that it is responsible for providing to the public or to who soever is the client of the public authority. (2) In respect of (1) above, the decision making chain should be identified in the form of a flow chart explaining the rank /grade of the public functionality involved in the decision-making process and the specific stages in the decision-making hierarchy. (3) The powers of each officer including powers of supervision over subordinates involved in the chain of decision-making must also be spelt out next to the flow chart . Keeping in view the decision of supervision for decision making on the captioned subject, it is not clear in the case file of extreme major penalty of compulsory retirement enforced by the disciplinary authority despite of the fact that benefit of the promotional levels placement issued to an employee under rule 10(5) (c) of the CCS &CC&A rules, 1965 , how another charge sheet framed against the rank /grade prescribed by the promotional authority vide number PBW -A-B(13) -37/95 dated, 21-5-2004 is proof and evidence on the record of the entire department and existing in the decision-making process of the department in routine being senior in rank and grade than draftsman cadre too promoted AE/EE during the period of 1-1-1986 to 1-1-1996 but the benefits of the existing rank /grade issued to junior Engineer after 18 years of regular service wef 3-10-1991 relegated for promotional levels placement, without any reason of the such instructions from the department of personnel and the Finance, taking cognisance of the R&P rules and issuing time to time review and revision of the clarification for required benefits under law code manual prefixed by the Constitution of India in this behalf, however the department of HPPWD yet taking no cognisance of the pay commission report memo dated, 3-1-2022 and department of the Finance and Personnel as well as the Administrative reforms and law adopting the decision making existing in the office manual, Government of Himachal Pradesh department of personnel (Administrative reforms) too responsible for review and revision of the complaints and conclusion for decision making under law code manual prefixed by the design of presentation extended to cover all statutory and discretionary operations, altering an existing decision-making process or adopting an entirely new process, such changes must be explained in simple language in order to enable people to easily understand the changes made :-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
