GOVERNMENT IS RESPONSIBLE TO CONSIDER NATURAL CALAMITY OF THE BUS ACCIDENT CASUALTIES AND DECIDE MATTER IN THE INTEREST OF JUSTICE TO ALL CONCERNED IN THE PROBLEM, BECAUSE OF HEAVY RAIN AND THE HYDROSTATIC PRESSURE ON THE VERTICAL CLIFF (SOFT ROCK) FAILED TO RESIST SAID CALAMITY HELD ON 7-10-2025 , AT THE MOMENT.
It is a matter of fact and concern that the Sukker khud bridge has been working since 1981-82 regularly for the scheduled vehicular traffic on the said road from Talai to Ghumarwin and the portion of accidental site where the administration taking cognisance of the reasons for this mis happening and the casualties occured was definitely a soft rock and a vertical cliff, however it could not be considered a gravity wall by the administration and the engineering department working for the safety measures of the said site for the future course of routine vehicular traffic, more over it is also fact that said vertical cliff (soft rock) never came down during the rainy season since this bridge has been commissioned by the department of public Works, list by way and virtue of which it is clear that the existing slopes of the vertical cliff remained stable during this period of the vehicular traffic on said road at this place of the accident occurred on 7-10-2025 . Further it is mentioned in the held discussion on the captioned subject of public grievances related to the reasons for verification of the facts observed by the department of HPPWD, Administration and the police authorities too responsible for the identification of black spots, that in the cases of heavy Retaining walls weep holes with pocket drains are also maintained by the construction agencies in this behalf of the rescue for hydrostatic pressure in addition to pressure exerted by the submerged soil, as such surface or underground water may seep into backfill and this may cause hydrostatic pressure and in such cases Retaining walls are designed for the earth pressure and also for hydrostatic pressure. Keeping in view the above considerations of the existing structure of vertical cliff at this point of the accident held on 7-10-2025 it is very clear that department of Public Works may not held responsible for the sudden collapse of said portion of the vertical cliff came down heavily during this accident and because of the increase of the water contents in the exerted earth failed to resist the hydrostatic pressure of the rain and top hill profile of the mountain where no drainage system exists and the top land may belong to the private land owners. The vertical cliff was suddenly collapsed and the bus could not brought back because of the existing curvature of the road instead of 15 metres straight length required by the bridge at the end of deck slab, list by way and virtue of which the vision and the visionary compliance could not made fruitful by the driver of the bus at that moment of the particular mis-happening and the accident took place at once due to heavy land slide over the bus, which must be considered a natural calamity in the interest of justice to all in the problems including the families of the deceased:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
