SECRETARIES COMMITTEE ON ADMINISTRATIVE REFORMS, WORKING UNDER THE CHAIRMANSHIP OF THE CHIEF SECRETARY OF THE STATE GOVERNMENT FUNCTIONS AS A MANAGEMENT INSTRUMENT AT THE HIGHEST LEVEL OF THE BUREAUCRACY

The first speech of the respective Chief Secretary of the state Government is well related with the financial status and position of the state government and it has been realised by the office and authority to control the unfruitful expenditures of the Government schemes and programmes, required to be assessed by the Secretaries Committee on the administrative reforms, which meets each month under the chairmanship of the Chief Secretary and said Committee functions as a management instrument at the highest level of the bureaucracy so as to achieve strategic coordination and pooling of ideas and experiences and it operates as a feed back and the analysis mechanism required to help in policy formulation and inter departmental policy coordination and the function of the Committee include:-- (1) Review of progress of implementation of such of the cabinet decisions and the directions of the Chief Minister, which are to be monitored on the Committee (2) Discussion of the policies/strategies which effect or have implications for, more than one department, including the personnel policies. (3) Administrative and economic reforms. (4) Matters arising out of Vidhan Sabha discussions, including legal, personnel and financial matters affecting more than one department (5) Matters of inter -departmental coordination.
