LABOUR--BASIC RATES AND THEIR ANALYSIS FOR THE SCHEDULE OF ITEMS FOR EXECUTION

Except the labour rates so provided by the state Government to Mahatma Gandhi National Rural employment Guarantee Scheme and Act scheduled for the facilitation of rural execution of the Panchayati Raj Department, state government taking no cognisance of the labour basic rates exclusive of the contractors profit and overheads and do not take into account of the rate -analysing for holiday after every six working days, list by way and virtue of which the Mahatma Gandhi National Employment Guarantee scheme and Act is applicable for the state employment however in case of the other rates required for the specific works in the departments, approval by the Superintending Engineer required for the increase in the rates by the executing Agencies for which separate provision of the rates may be facilitated to the concerned department and the labourers working for the specific works under the provision made by the labour basic rates updated on the basis of minimum wage fixed by the Himachal Pradesh Government, in this behalf of the schedule for the facilitation of the execution of the departmental works, other than the Mahatma Gandhi National Rural Employment Guarantee Scheme and Act for the objective of the Act to provide employment, needing no special skills and applied for the every rural wage seeker who seeks work from the Government under this Scheme of the unemployment, however there are some non-negotiable features in the scheme and Act working for the people of rural areas, where the Government will have to ensure that these are fulfilled as laid below:-- (1) Work for at least 100 days will have to be provided to every house hold that has registered itself for employment. (2) Payment of wages at least once a fortnight. (3) Equal wages for both men and women. (4) Works cannot be done through the use of machinery, contractors can not be appointed (5) Only works approved by the Panchayati Raj institutions can be executed. Keeping in view the above situation and position of wages approved by the state Government, it is becoming separate for the each department and agency other than Mahatma Gandhi National Rural Employment Guarantee scheme and Act for the people of rural areas taking benefits of the scheme and Act for which Labour basic rates and its analysis for the schedule of through rates which includes the carriage of material for hundred metres on head loads and one kilometre by mechanical transport and the cost of tools and plants, scaffolding where ever required.
