DEPARTMENT OF HPPWD RESPONSIBLE FOR MAINTAINING RANK/GRADE, SENIORITY BENEFITS OF THE JUNIOR ENGINEERS PREFERRED UNDER, PROCEDURE FOLLOWED IN THE DECISION-MAKING, PROCESSES, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY

The post of Extra Assistant Engineer, issued to junior Engineer after 18 years of regular service in the scale/grade and provision made under rank seniority, being senior than draftsman has been issued under law code manual prefixed by the R&P semblance for removal of deep long prevailed stagnation of the post/cadre and a rank seniority of the length of service at one post but the same has been denied after long period of attaining the approval of the promotional authority by the Superintending Engineer 10 th Circle HPPWD Bilaspur even letter of modification issued for the due benefits vide number PBW -A-B (13) -37/95 dated21-5-2004 has been established for the grant in ACPS where no relegation and denial has been accepted by the Department of Finance against classification of post but the department of Public Works taking no cognisance of the instructions on the captioned subject by Department of Finance, Personnel, Law and the Administrative reforms, responsible for the compliance made for compilation of the review and revision of such cases, however there is no required action as per the provision made even number of letters and complaints for the required correction and revision is proof. On the other hand the department of public Works taking no cognisance of the CIC order in Appeal number CAC/CAGIN /A/ 2024/100474 dated 3-6-2025 is also asking for the clarification required from the department and the AG, HP, Shimla- 3 too responsible for the full pensionary benefits and up-to-date interest on the GPF account but no required action at this stage/placement of EAE since 1-11-1992 is undue harassment of an employee, one who has preferred second channel of promotion since, 1-11-92 prior to 1-1-1996 . More over department is allowing post of grades in the department as a measure of promotion post but at the same time the department has ignored law code manual in favour of the Junior Engineer and the Junior engineer has been retired as Junior engineer in that particular time when above grant of ACPS issued to Junior Engineer on the basis of option and preference of an employee for Rank/grade seniority to the candidate and employee facing deep long stagnation of the cadre /post for long time. Keeping in view the above position of Rank/grade seniority of post held by an employee the department should follow the latest instructions of the pay Commission report dated 3-1-2022 and decide former cases of grant in ACPS instead of deleting and ignoring the instructions of the advisory department too responsible for the welfare of general cadre instead of specific cadres benefitted on the grade based promotions again and again in the department of public Works :-- Er Fateh Chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur, Himachal Pradesh phone number, 9459334377
