PUBLIC AUTHORITIES ARE RESPONSIBLE TO FOLLOW PERIODIC ANALYSIS OF THE COMPILED DATA, IT'S INTERPRETATION AND DRAWING CONCLUSION AND ALSO TO TAKE REMEDIAL ACTION, INSTEAD OF DENIAL OF INFORMATION UNDER RTI ACT, 2005

It has become general tendency of the public authorities regarding to deny RTI information on the basis of review and simple justification with the reply that such information is not available in the record of their office data and report and returns of the time to time issued existing conformations of the department and the office. Further it is submitted in the matter that review should be conducted by the Branch officers/Middle level officers and the final orders are required to be obtained from the competence higher authority in this behalf of the demand under public service, however the public authorities are not compiling the data as required in the purview of analyzed data and based on the actual review and reexamine of cases for which the existence of unnecessary reports and returns not only causes wrong assessment and wrong deal of the cases at all levels of the department and the public authorities, but also diverts the time and energy of the staff and the other concerned related to the such information and cases before the administration, even though and more over Reports which have outlived their utility need to be eliminated and other returns rationalized and simplified. In the process it may also be necessary to redesign the existing forms or introduce new ones, so as to make the reports more purposeful and adequate as aids to policy decisions and evaluation of the cases thereof. In every case where a report is received or return is prepared, a periodic analysis of the compiled data should be carried out on the files, interpreting the data, drawing conclusion and taking remedial action or initiating policy changes, as the case may be.
