THE IDENTIFICATION OF DELAYS AND FURTHER REMEDIES REQUIRED FOR GOOD GOVERNANCE AND ACCOUNTABILITY, SO EVOLVED IN DELIVERY OF JUSTICE SYSTEM SHOULD NOT BE DEFEATED BY THE MANAGEMENT

It is very clear from the opinion given by the writer of the presentation Shri Shailash Gandhi ji the former CIC of the Central Information Commission that procedures and methods for the disposal of work done by the Government machinery and the public authorities, as well as the Courts for decision making taking no cognisance of the law of limitations, required to be maintained by every means of the purpose for which these have been evolved for the disposal of cases and related business and even in the case of the RTI and the RTS the delay taking place where time schedule has been given by the Act ibid in this behalf of the law of limitations and duty for the justice to applicants required for the access to information at first instant of the defeated procedures and reduced to mere red-tape and delay occurs in the work and conduct of the sense of urgency as is required and the administrative delays are becoming a source of discontent wherein the delay breeds corruption and the effective implementation of the time limit required for disposal of work done carry no law of limitation as per the provision made for its disposal and found necessary under the provision of the transparency and accountability however no action is taken against the defaulters and people facing problems because of the delay at every level of the justice system for delivery, may be Court or Commission or any other Authority of the final disposal of cases for consideration and revision under law code manual prefixed on the basis of its maximum limit with in which the case should be finally disposed of by the scheduled sending reply/clarification/orders etc etc, however no office/Institute making efforts to finalise their cases on the basis of time limits prescribed for the expedite action observed for the aim and objective of the decision making in the justice system of good governance and accountability where evey one is responsible to follow this reference roster of the law of limitations and do needful under law code manual prefixed by the effective implementation of systematic decision making by the institutions and the public authorities or the judiciary of our Courts for delivery opinion on the cases for review and revision:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
